Do contributions, earnings or withdrawals count as income for SSI?
Contributions to an ABLE account and investment earnings within the account do not count as income for SSI purposes.
Withdrawals used for Qualified Disability Expenses are generally not counted as income. However, how withdrawn funds are treated can depend on how and when they are used:
Housing expenses: Funds withdrawn for housing should be spent within the same calendar month they are withdrawn. Housing funds held past the end of that month may be counted as a resource.
Non-qualified expenses: Funds withdrawn for expenses that are not Qualified Disability Expenses may be counted as a resource if they are not spent within the month they are withdrawn.
